The Temple of Pecunia maintains a working, public Portal at this time, constructed by the magi of the University for use in public/official transportation. Still an unknown resource to the bulk of the populous, the government has already responded with a strong garrison of guards to augment the already well-funded defenses of the church in the interest of securing safe use of the portal located well within the Citadel's defensive walls.


While Portals traditionally send travelers to other portals, this isn't always required. Portals can, on rare occasions, be "aimed" are areas that might have no "destination" portal, creating a one-way door to cast the passenger out into the wild. This is extremely dangerous, as the passenger might end up high in the air, deep within the earth, or several other nasty places...but the potential boons for unseen, instant travel has already been explored by interested parties.
