The tradetide before had been spent with Ashari. Unlike the eventide before it, there was cause for hope on the Caesarii front. Andolin had spent the rest of the day thinking on his plans for marriage and the production of an heir before he was assassinated. A search for wives would, with it, bring him the good will of those seeking his favor. As long as he selected his wives deliberately, there would be a prolonged period of positioning.

Closeted with his Steward, the Caesar had spent the evening dictating letters to the rulers of each of the islands that comprised the Empire, to be delivered through their embassies. In each letter was a request for them to send him a list of their concerns and suggestions for the Empire and the Caesar to take. In addition, an invitation to nominate the most worthy ladies of their islands to be considered by Andolin as Caesarii.

The purpose of these letters were to purchase him time and goodwill of the various rulers. What ruler might disregard a request for advice?

Once the letters were sealed with the Imperial Seal, Andolin's attentions had turned to other matters. He sent a letter requesting a meeting with the Imperial Chancellor in the morningtide this day. He had also asked that the Steward to send a note to the Imperial Librarian to sent him a note explaining the history and custom of the Caesar granting titles in the Empire. Someone had raised the various Dukes and Barons of the land. If, Andolin was right. That someone would be the Caesar. If true, Andolin would have a great power, besides the Imperial Army, to employ in his quest to consolidate power. He, clearly, had the power to name persons to offices. Now, he needed to determine how to award titles as well.

After breaking fast this morningtide, Andolin began his day as Caesar sifting through important papers and awaiting word from the Chancellor and others. He assumed he would not hear from the other rulers for several days at least. he supposed he would pay a personal visit to Isis and Duke Erwin if he could. They were his two most powerful Council members. Their goodwill were especially important.

Belish took his job quite seriously, seeking to make his position permanent through hard work and dedication, wondering if His Imperial Majesty even noticed how smoothly everything around him went. Hector Anzillo was sent for, but sent word that he would be a bit late as he was still preparing for the Council meeting. Belish took notes on the letters he was to pen, and promised that they would be ready for Andolin's review and approval by next morning. Mistress Tabeann was preparing for the Council Meetin as well, but Captain Summers of the Imperial Guard requested audience, claiming that some matters of importance needed to be brought to His Majesty's attention.

Andolin did realize how things were running smoothly. It was to Belish's credit. Yet, the new Caesar would withhold final judgment on making it permanent for a time, to act as an incentive for continued good administration.

Given that the only one available to see him at the moment was Captain Summers, Andolin consented to seeing the man. It was probably best to start the day with security measures anyway.

The broad shouldered Captain was ushered in, dropping to one knee as a sign of respect and murmuring a soft "Your Highness." A flicker later he rose and waited for permission to speak before delivering a report. "My Lord, I fear I have some bad news for you. We waited until we could confirm, but yesterday Lady Manyana and men in her employ attacked Imperial Secretary Silk in the streets. Bodies of his bodyguards were found on the scene, but neither his nor Scoutmaster's body have been found. Rumors are wild and some say they battled atop a mast of anchored ship and fell to their death together." He paused and swallowed nervously before adding. "I fear there have been riots in the aftermath of this conflict, though the City Guard handled the matter well, even though they acted a bit heavy-handedly. Streets are calm now and while there are many injured, the numbers of dead are low." Next thing came more easily. "I have ordered the sweep of the castle and will have extra guard during the Council meeting this tradetide. Every Council member will also be afforded an escort to ensure their safe return after the meeting. Do you have any other orders?"

"Manyana and Silk?" he uttered in disbelief as he heard the news. He had assumed that the two were allied in some way. Both had disappeared from court for some time.

Silk was a man who had placed Andolin in his current circumstances, so he still owed the intriguer a debt. Manyana had likewise supported him, but had not been the mastermind of the plot to place him on the throne.

Though there was feelings of obligation, Andolin would be quite happy to learn that both were dead. Not only would that remove his debts, but it would give him a rare opportunity to name a new head of Scouts and a new Imperial Secretary. A silent prayer to the Gods that their deaths be true was the only answer for the moment.

"I need the city watch to confirm or deny the truth that one or both are dead." If he was a betting man, it would be Manyana that would lose. Silk was too clever to be trapped easily. "I need to know if it should be reported to the Council that there are vacancies. Our Imperial Guard needs to seal the offices of each. I want each room searched for secret doors. I want all papers collected and brought to me. I cannot have foreign agents try to seize important papers belonging to one or both," he explained. It might provide a good justification to read anything interesting that either had left behind.

"Of course, I want my own bodyguard detail doubled." Normally, it went without saying that Andolin was worried about his own physical safety.

“Yes, Sire. Of that there is no doubt. All the witnesses confirm they saw the Secretary and the Scout Mistress in the square. We are just not sure why they came to blows and how it ended. Investigation, both our own and one conducted by the City Guard, is underway. I shall inform you of what we uncover.” The barrel-chested Captain nodded as order were given, focused on them to make sure he did not forget anything. “I will examine the offices personally, Your Highness. Expect the papers to be upon your desk this tradetide and a complete report of what we found by the evening.”

As the body-guards were mentioned the burly Captain looked over his shoulder and pulled the door open. Outside half a dozen guards stood, the man tripling Caesar’s escorts already. “Anything else you need me to do, Your Highness?”

"Excellent," he replied. "That is all for now Captain."

He waited for Belish, Anzillo or Tabeann to appear next. He had matters to discuss with each of them.

With a salute the Captain turned about and left the room, leaving His Majesty alone for a few short burns, during which he had time to go through the notes prepared for him. The agenda for the Council meeting was the report of the current situation in Trothgard, along with the need to fill in several of the vacant Council seats. Caesar had the right to name a candidate first and only if he or she was not elected would other be able to name a candidate of their own. Unlike the Caesarial elections the Council member could be elected with the simple majority of votes, and only once he was elected would he assume the position officially, though he could still perform the duties.

It was not long though before the door was opened, and the familiar figure of Hector Anzillo stood in the frame, a sheaf of papers under his arm. Glancing about the man entered, unceremoniously lowering the papers on the corner of the desk and arching a brow at Andolin. "You wanted to see me, Your Majesty?"

"Ah, Lord Chancellor, how good to see you," Andolin declared as he stood to greet the man. "Thank you for coming. I am in receipt of the most distressing news about Secretary Silk and Manyana. Have you heard? I had thought to discuss with the Imperial Secretary how to fill vacancies on the Council. Now, I find the Secretary has vanished, presumed dead. So, I thought to seek your counsel instead." It never hurt to solicit views of another. It revealed important information often, and it was a complimet to the person asked.

"What vacancies exist and what are the protocols for replacing them. I know that I have the right to name them, with the approval of the Council, but I would seek to solicit the views of the Council, or have someone do that for me, before I make a decision. It is so much better to have the Council approve my candidates don't you think?" He made it sound simple, like he was willing to do as the Council wished; when, instead, he merely sought intelligence on who had whom's support. "I suppose that I should hold off any nominations until I have the benefit of the Council's views."

"Next, on the subject of my marriages, I was thinking that it might be a good gesture to take one wife for each island in the Empire. In fact, I am thinking that it might be a popular gesture to have each island nominate a number of ladies for consideration. They would need to be beautiful and other the finest families I would think. But, before making such an announcement, I thought to seek your advice. Alternatively, I could simply choose ladies I like and look to find a few related to council members," he mused aloud.

"Finally, my good man, I wish to confirm my power, as Caesar, to award titles to citizens who perform services to the Empire. I am thinking that we might have a class of knights and other titles to reward those who provide excelent service to the Empire. Titles are cheap to produce, yet are valued far more than anything gold might otherwise purchase." Andolin knew all too well as an enterprising commoner who seeked to marry into the nobility, but found an even better path to power and prestige.

Hector frowned at the mention of Silk, and nodded grimly. "I heard the rumors, but neither the Scoutmaster, nor the Secretary have been found. It could be just wild tales, Your Majesty. I would wait with assuming either of them is dead, until their bodies are recovered." The Imperial Chancellor took the chair, assuming one would be offered sooner or later, and seeing this as an informal talk. "I will need to check and make sure what exact vacancies there are, but of the top of my head your previous position of Major Domus is still available. We have lacked the Imperial Admiral in quite a while too. Those are the seats in whose naming you have precedence, Your Highness. In essence you have primogeniture in naming a candidate and only if the Council votes against him or her with two thirds majority can the others name their own candidate. If either the Secretary or the leader of Imperial Scouts is dead you also have the right to name the successor, and in the case of the Scouts there will be no vote." He kept the last seat that was going to be open after the Council meeting if all went well.

The next question did not come as a surprise to Hector after the spectacle at the Coronation, but still the Chancellor barely managed to keep himself from groaning at the tone. "I agree that a good choice of wives will ensure support from both the Council members and regions and those two could be combined to an extent. I will remind you that several of the Council members hold several seats and a suitable lady could be found more easily in such instances. However......" He paused a flicker to look at Andolin. "I must stress the importance of choosing the perfect candidate for Caesarii. That position holds great esteem, both politically and religiously." In a way Caesarii was something of a living saint in the church of Mother, due to the legend that linked the spilling of royal seeds into the woman he loved.

The last bit was more of a problem, and this Anzillo sought to remedy immediately. "A knightly order sounds like a wonderful idea, but remember that titles require land to be given to the holder and we have precious little of it on this island. Perhaps we could suggest to the rulers of respective islands to reward their citizens that serve the Empire with land whilst you reward them with titles. It should not be that hard." I am sure you can bribe those bastards with something. He was already pondering ways how and whom to approach and who would agree to which terms.

"I see," Andolin replied as he heard the nature of the voting for vacancies. "I do not plan to name a new Major Domus until I find someone I can trust completely with my life." Such a person does not exist. He had promised to name Silk to the Clerk of the Chamber post, right beneath the Major Domus, in return for his support to become Caesar. Promising it only after he was coronated Caesar, Andolin now thought it fortuitous that Silk was dead. To name a new head of Imperial Scouts would be quite advantageous as well. He needed complete confidence in the head of the Imperial intelligence gathering aparatus. "I shall wait on the admiral until a good candidate comes recommended." There seemed to be no hurry, so the new Caesar planned to take such appointments under consideration.

On the subject of wives, Andolin nodded thoughtfully. Though he had candidates in mind, he was someone who liked to act in an informed manner. "Do you have any recommendations, my lord Chancellor, as to who might meet such a high hurdle?" He paused in hopes of names being provided. It would also signal the type of lady he might support in the future. "Duke Erwin and the Rafao control the most seats on the Council. I wonder if they have nieces or other blood relations to consider." It was mentioned in such a way as to encourage Hector to provide the names if they existed.

"Caesar Anachrim was to wed the niece of the Kona. I suppose that would be one avenue," he mused aloud. "I suppose some priestess might be a candidate as well."

"Frankly, there are some noble houses here at the Citadel that offer attractive candidates as well. There are ladies Etain, Kitlanya, and Ygraine, each of an influential house here. They present ... possibilities," he offered, in search for a reaction. "Then, I recall that Duke Erwin was pushing some farm girl to be Caesarii. I suppose I could wed some simple commoner." Here, he did not mean his rival for the throne, but Ashari instead.

It was then time to discuss titles and it was time for Andolin to lay out his cards for Hector. "My lord, let me tell you what I have in mind. You associate titles with land, but it does not need to be so. There are men and women who would gladly lay down their life for the Empire. Mercenaries do it for gold, but patriots do it for recognition."

"I propose creating an order of knights. These are not just some band of soldiers but would be a guild unto their own. It would be the path for the commoners into the nobility and a path to reward sons and daughters of the nobility."

"These knights would be considered nobility. As such, they would be exempt from taxes upon their property in return for service to the Empire. Those martially inclined would be commanders of soldiers, but weaker vessels could serve us with advances in magic, science, education, and even the arts. Those who show uncommon bravery, loyalty, and sacrifice would have their names added to the rolls. I would act as the leader of the Order, so that I might dispense membership according to a standardized format. Each member would gain a parchment and would have the right to be called 'Sir' or 'Lady'. This would be the lowest tier of nobility ... more of an honorary society. The only cost to the Empire is that we need to provide some large building for their chapter hall. Maybe we give them a small stipend to start them off and then they can raise funds themselves to grow the enterprise. We do not need to grant any parcels of land, which is something we do not have in abundance, as you rightly note."

"Apart from the Order, I know that I can create other lesser titles and offices, I assume without Council approval. There may be some spare land on our less civilized islands that could be granted with some title like Margrave or Margravina. They would be border lords mostly, to keep watch over our lessly populated areas. Again, this would cost us little, but gain us some law and order in the wilder lands."

"All of these ideas are in their infancy, but I wanted to solicit the views of men I respect, and those who are respected by the Council." It was then time to offer the Chancellor some wine and await his opinions.

"Understandable sire, but until you do that vote is void and can not be cast." Hector knew he hardly needed to remind Andolin of that, but still voiced it, just in case the newly crowned Caesar was preoccupied with other concerns. "I do agree we need not rush with the appointment of the Imperial Admiral, though the head of Scouts need be named fairly swiftly. Manyana seems to have turned them into her personal army and this can not be allowed to happen again. She struck at an Imperial official. WHo is to say she could not have struck against others as well. Maybe even you if she thought you were not doing a good job in her eyes." The Chancellor himself did not look overly worried that it might happen, but Silk had once been Manyana's ally and it was their joint votes that brought Andolin to the throne.

"I admit I have not put much thought to potential brides, but then again this is the first time this subject has arisen between us. Aesa da'Yrsa would be one possibility and a fine one at that, though given recent trouble in Trothgard, the support her people can offer you may not be substantial. Duke Erwin I believe has a daughter and it is quite possible that there are some nieces of his in Gulandur. Part of the Rizla Devir line. But, that I would have to check and it would take time." He paused, pondering further candidates. "Amunic royal family is huge and I am sure Rafao will present you with a candidate of his own. Maybe the Western Kingdom would send someone forth." With a grin and a chuckle he added. "Your Highness, you may soon find yourself neck deep in women all vying for your attention and yet, I do not envy you one bit."

Furrowing his brows, Hector listened to Caesar's plan regarding the titles, not interrupting and even nodding a few times along the way. "Ah, so you aim to create a chivalric order rather than raise people to nobility? That could work quite nicely. Perhaps if we also added some further benefit to membership of them order, other than a simple title of Sir and Lady? We could find a building to serve as order's headquarters and maybe organize a parade in their honor once a yahren? Just voicing my ideas as they form." The rest of the plan was going to be a problem however. "But, Your Highness, we do not have borders. Just sea. And the land belongs to rulers of the island. Only they have the right to name title holders."

Andolin well understood that he needed to find an admiral candidate that would appear to support other Council members, but would vote with him, whenever it was important. That would take time. As far as the Head of Scouts, Andolin could hardly think of a more important position for one of his loyalists. The head of the Intelligence arm must be of unquestionable loyalty to the throne, not one of its members. The choice would be delicate; but, who could he trust? Ashari or Kitlanya were possibilities. A woman was always better at intelligence gathering, in his mind. Andolin was willing to give the Admiral post to another if he could have the head of the Scouts. Politics was nothing more than bargaining one thing for another.

"What has happened at Trothgard? I've not had a report from Manyana, or anyone lately. I have been too preoccupied with the safety of the Citadel. If the Kona was weak, then there was little need to wed her niece. "Duke Erwin seems too young to have a daughter old enough to wed," he mused aloud. "We must simply ask him, I suppose." That would save the work. "I shall have the Rafao send the most beautiful female family member he has, other than Isis, of course. The Caesarii must look regal, as welll as act regal." Thus, he was deciding that maybe a marriage to one of Erwin's family and one to the Rafao would suffice in gaining him the support for other things. He would insist upon dowries of large tracts of land that he could give away to his favorites.

"I like your ideas. Yes, we need to think of something nice other than mere titles. Maybe some Imperial stipend, of some modest amount," he uttered aloud.

If he married some ladies who would bring him land, then he could wed a few that did not bring dowries of land, but money and other forms of support for his rule. Perhaps he should have paid more heed to Hector's warning, but the new Caesar was certain that he could handle a dozen ladies if need be. Experience would likely change him.

Raising his finger, Hector dug into his papers, and pulled one at last, quickly scanning its contents and frowning as he went through it. “Sorry, I wanted to double check everything I have on it before speaking up. In short Kona is dead, as are many of the witches. That would make Kona’s niece Aesa the new Kona, and thus actually raise her value as a bride. You would marry a Queen and not just a relative.” He paused and coughed. “But, I am losing focus. The reports are fractional and the agents we sent to Trothgard have not returned yet. But, what we know is that the isle’s representatives are going to ask for Imperial assistance in restoring order and seeking those responsible for the murder of the Kona. And I think we should assist them. We can not afford another Pan’s Isle. We failed to send assistance to adhiel and we lost it.” He waved a comment that may not ever have come irritably. “Sure, officially it is still part of the Empire, but we both know it is a colony of the World’s Mouth. We lost our source of the coffee. Shall we lose the ice crystals too?”

The talk of wives and chivalric order was far less troublesome than the pressures of the Empire. “I think the Duke’s eldest daughter is nineteen or a few yahren younger. But, he has relations with Gulandur royal house and perhaps a cousin would come forward from the dark-adhiel city? But as you say it would be best to ask him. As for Rafao, again it would be best to ask. He may have a sister other than Isis.” The Amunic royal house was vast and the line of succession very convoluted, and Hector did not dare try to find sense into it without deeper research. “I think a patronage of the temples would go a long way to ensuring the Order was a success. Especially if we get the Pecunians to support it. That is where the money is after all.”

Surprised at the news from Trothgard, Andolin made a note to himself to make sure he kept up with news in a better fashion. "Perhaps I should have regular briefings of foreign affairs," he admitted. Ideally he would receive them from the head of the Scouts. In the interim he would need to receive them directly in reports or from Hector.

"I think we should support the new Kona," he declared. "I share your concern. I have the power to mobilize the army; but, I need more information as to the current situation and what is needed in the way of assistance. I shall send for the Trothgard ambassador."

The idea of marrying a Kona had a certain appeal. Yet, Trothgard women were decidedly strong creatures. He had met Aesa when he was acting as Master of Protocol and arranging Caesar Anochrim's wedding. How ironic it was. She had bristled at not being allowed to have multiple husbands. Perhaps he would allow it, but a child from her would be of uncertain parentage, so it would not likely be named heir to to the throne of the Empire, by him anyway. She also would have lost much of her bargaining position if she was in need.

Andolin, too, was surprised with the news that Erwin's daughter was so old. He had thought that the Duke had married the giantess mage not so long ago. Yet, time flew by on rapid wings. He merely nodded. He would need to call upon the Duke soon as well.

The new Caesar had no worries about the Rafao suggesting someone suitable. He would send for Isis' advisor to discuss.

As for the Order, some support from the churches would be a good thing. The support of Pecunia would be a good thing, but he replied, "I would think that the Order should not be tied to only one god. I think we could gain support from Pecunia by having the chapterhouses open banks under their supervision. I am sure there would be profit in such things," he mused aloud.

"I shall summon the appropriate envoys," he declared. "With the loss of Manyana, who is her second in command? I should like to get briefings from this person in the interim."

"We just learned that the news were indeed true. Lady Manyana was missing and no one was there to investigate. Since the reports from the agents we had in place already were coming in, everyone thought she would return soon and have things under control. She liked to handle the most important assignments personally in the past." The Chancellor shrugged again, as assigning a new Scoutmaster was out of his jurisdiction, and was about to be even more out of his jurisdiction before the day ended. Until such time though he had duties and obligations to fulfill. "Lady Iorna has already requested the right to address the Council, so you will have a chance to hear much of the situation in Trothgard in a few marks."

The Knightly Order was something that could be done without Council's aid, even though soliciting their assistance was likely to bring in additional funding and potential, even though it would come with a price attached. "Uhm, I do not think Pecunians will look too favorably on those banks, unless they get to run them. Perhaps if they were given the protection of the order and the right to conduct their business, they might be favorable? Or if the chapter houses were turned into safe houses, under knightly protection and a place where a person could come seek priestly assistance. Healing, loans, counseling, that kind of things."

Andolin nodded his understanding. He would need to await further news about Manyana. He made a mental note to send to the Scouts Guild to see to it that he received a visit from the next in command. So too would he await word from Lady Iorna.

"Yes, I think safe houses to conduct business would be a good thing. One could post letters, heal and meet with business associates under relative safety. There could be a small fee charged." Yes, that was sounding more encouraging. He was even toying with the notion of naming Sosa to be its head.

"Is there anything else happening in the Empire that you think may not have reached my ears? I do need to become more aware of internal and foreign relations."

Andolin's question made Hector frown, the Chancellor trying to remember what else would interest the new Imperial ruler. "Not, much I'm afraid. There is a new rebellion in Kislovan, but that is old news. And Duke Erwin has began negotiations with Islay Clans, which should take sometime to conclude, though I do not doubt he will come to an agreement with them." Then with a quick glance at Caesar's eyes he added. "I think I should warn you. I plan to resign my post at the coming Council meeting. I will stay a few weeks more, until you find a suitable replacement, but you best start looking soon. I wish to marry and have a bit of peace and quiet before my child is born."

The other news was nothing he had not otherwise heard before, but the news of Hector's resignation caught him by surprise. "What? I had no idea," he confessed. "Weeks are not enough. We need to find a suitable replacement. I am not sure that will be easy, as you have done an extraordinary job in difficult times. Your loss will be felt sorely. Will you not reconsider?" It was just good form to be kind and complimentary to anyone who announced a desire to retire. Hector seemed a decent enough fellow, so Andolin was feeling a loss. This was especially true in that Andolin had yet to find a sufficient number of persons to become the agents of his power. He needed to find qualified and pliable persons quickly.

"Who is the lucky woman who has caught your eye?" he asked in a friendly gesture. It sounded as though she was already pregnant, by the way the Chancellor mentioned it.

Hector sighed when Andolin stated that weeks would not be enough time to find a replacement, not thinking he was that vital for the Empire, but unwilling to argue. “Months then, but I still plan to retire in the near future. Let us say I get three weeks off to get married and arrange the matters and then return to my post until you find a replacement? Would that be acceptable?” He seemed reluctant for a flicker and then decided that sooner or later it would become common knowledge and thus there was no reason to say it openly. “It is Lady Sosa. We have not quite kept it secret, but we did not flaunt it either.” He paused and chuckled. “Funny how much we frustrated each other before, and how different it is now.” He caught himself there and stopped, not wishing to discuss his private life so publicly with someone who was not a close personal friend.

"Yes, yes, take the time you need," he assured Hector, trying to win the man over. "It is a transition on the throne and on the council, so every talented voice is needed."

Hearing that he was to marry Sosa, Andolin revealed true surprise. His spies had not informed him of such a romance under his very nose. "Congratulations, sir. The Lady Sosa is a rare jewel and it would take quite the man to sway her to matrimony. You are to be commended." He gave a warm smile and was prepared to offer a handshake.

"If I may speak bluntly, Lord Chancellor. Lady Sosa and I have not seen eye to eye since I arrived to serve Caesar Anochrim. I think she mistrusted my motives. Perhaps it was understandable given that the prior Lord of the Chamber was a ruthless man who allied with Silk, and my own appointment as Caesar was with the support of Silk. Now that the man is likely dead, perhaps we can move past that. Maybe you can help me reach out to her and reconcile our interests for the good of the Empire."

"I was not interested in becoming a puppet to Silk, or anyone. That is why I am trying to build bridges with every faction and representative at court. It is what a Caesar should do. I will be grateful for assistance, and will return favors given, but I will not be so beholden to one party that I lose the trust of others. That is where I need your help as Chancellor. I wish to walk a path of moderation, favoring no one party or god. We are a diverse empire and we need a Caesar who serves every island and every citizen. That does not mean that I will shy away from hard decisions that might favor one party over another; but, that I will seek balance in any decisions that are in my power. You and the Lady Sosa are moderates on the Council as well, and that is why I would relish your assistance if you would be willing to provide it."

If Andolin was to conslidate power in his hands, he needed sway over the Council. Being the representative of one wing of the Council would not see him achieve his dream. It was only when the whole Council found him to be fairer than other wings of the Council that he could make his push to slowly achieve total power, one step at a time.

Hector grinned, almost chuckled as Andolin was trying to convince him that he should help him in his argument with Sosa. "My dear Caesar, you must know as well as I do that Lady Sosa has a strong will. I would be happy to give you my assistance, but she has her own opinions and she is not easily swayed by mine. You will have to persuade her yourself. I am afraid my assistance will not be of much use."

"However, If you would like me to arrange a meeting in a more personal atmosphere than the council chambers, I would be more than welcome to arrange such a meeting."

That was all that Hector was going to say about Lady Sosa, knowing fully well that she was quite stubborn and she would speak for herself, no matter what he said about it. During the rest of the meeting various other political matters were discussed before it finally ended and there was little time left before the Advisory Council would start.
