Ulder sat back in quiet amazement that he received as many votes as he did as he was the new candidate. He scratched the side of his nose in thought and during his own mental count he quickly realized that no one had received enough votes to win the Seat.
It was a strange thing to be sitting here. He knew without a doubt that this was a foreign, but necessary process, and he watched with interest as it continued before his eyes.
With the vote in a virtual deadlock, he sat quietly and wondered how it would proceed.
New Caesar - Take 3 (Samheen 30th TT)

It took them half a burn or so to add up all the votes, the necessary second and the third count taking their toll, but finally with a cough Hector Anzillo turned and strode to the middle of the chamber. "On Samheen the 30th of the year 1224, the Council of the Empire of the Seven Isles voted on the issue of the new Caesar. Lord Andolin Azarin, the current Major Domos received eleven votes. Ulder Synkaaros, the former Captain of the Purple Guard, had eleven votes as well. Miss Scatha Ashtir of Dort, received two votes from the Council members. By the power vested in me by my position I declare that neither candidate received the necessary two thirds of the Council votes and thus the Council will have to vote on the issue once more. The next Council meeting will be on Samheen 32nd."
He paused a moment before going on with the formalities. "Unless someone wishes to address the Council, I will call this meeting adjourned and bid you all farewell till our next meeting." This time the pause was longer so those that wished to do so could speak their mind before the gathered Council. The people were already moving in their chairs apparently quite eager to leave the chamber and get about their business.
